The expectation on the part of NATO was that Yugoslavia would capitulate to the West and sign the Rambouillet agreement. This did not happen. Instead Yugoslavia stepped up its war with the KLA and close to a million Kosovars were driven out of Kosovo mostly by the Serbs but to some extent by the bombing itself. Most of the vacated homes in Kosovo were burned by Serbs. After 73 days of bombing the infrastructure of Serbia has been seriously damaged and its economy set back probably decades.
